I have no idea if this has been posted before or if it's already a thing but, how about instead of banning people for breaking some of the less important rules (don't get me wrong, all rules are important but some are more than others) like killing someone as a non-antag after being warned not to, they are muted from OOC and are forced to be cluwnes (perhaps completely silent ones that fall over and pass out more often ?) for a set amount of time/rounds?

The crew members could do whatever they wish to them since cluwnes aren't people and it would teach the rule breakers to not be dumb in the future.

You should go and have a read over at the Admin Complaints board. (Mostly for the general entertainment value of how stupid some people are.) They do use cluwning as a low form of punishment.

They shouldn't even be allowed to connect if they're getting a ban in the first place. Wasting bandwidth.
