Because the Brig is teleblocked.

Actually, the brig isn't teleblocked but the rest of sec is. The standard teleporter also ignores teleblocks unless it's a telesci location , and even then only if you want to tele out

Is there any particular reason that wierd hole in space between sec and the pool is teleblocked? Retrieving people that get warped there by a wizard is quite a pain.

Oh wow you actually can't use the teleporter (not the telesci teleporter, the regular one) to teleport into the brig, that seems wrong.
