Immobile lockers aren't - Grayshift - 10-09-2014
Some of the new lockers showing up around the station (particularly sec's/detective's) get a description as 'immobile' but are as dragable as any other locker.

That has always been a thing, I reported it probably about a year ago and it's still the same
