Balloons and guardbuddies - rifles - 10-06-2014

It's currently impossible to tie balloons to guardbuddies. Please fix this, Harner wants a balloon too.

The guard buddies should be floating a foot off the ground when a balloon is tied to them too

Guardbuddies are heavy!!! it would take at least, oh say, a box's worth of balloons to do that!
