You can touch distant artifacts while in a pod and cyborg - BruceHenke - 09-29-2014
Clicking any artifact while you are in a pod seems to trigger you touching it, regardless of distance!

Here is me, in a pod, touching the artifact from that distance. I tested in another round as human scientist and it didn't seem to work, so I suspect you have to be a cyborg, though maybe artifact type/activated matters?

Borgs touch any artifacts they look at.

Yeah borgs can touch from across the screen. it's really cool but yeah it's a bug.
