agreed but as a patchwork solution to ease pain while this enters coder limbo, add more building materials to pod bay so there is actually enough stuff to build a pod late in a round

I think pod manufacturers are completely broken right now btw, as I understand it new manufacturers use bars, it spawns with twenty pharosium/mauxite/molitz bars in it, but the components still have the old costs of 'conductive material', 'rigid material' (the raw ores) etc. so you can't build anything
