Synopsis: I made an anonymous report a couple days ago and never received a response. It was about the wording around Metagaming and the Listening Post. 
Logs:

  1. ]reportanon Hey I want to ask about the Listening Post. The Metagaming page says that, "Going there at the start of the round 'just in case' is not welcome. You are free to pursue and engage known operatives, and may follow them in if they have unlocked the Listening Post, but don't camp there, make it inaccessible, lie in ambush with your pod, or the like." This can be interpreted in multiple ways. For instance, it could be interpreted that crew can't do those referenced actions, like camping, ever; even after following operatives and finding the Listening Post. That they can only enter the Post when directly pursuing operatives. However, the Listening Post and Nuclear Operatives Pages states that Operatives returning to the Listening Post and using the hand scanner to make it open-access, opens the Post up to raids by the crew. Which insinuates the crew being able to organize planned raids on the Post. The Metagaming Page also states that in regards to In-Game stuff, it mainly focuses on preemptive actions that make it harder for Antags. On that note, actions like camping, blocking, or ambushing operatives at the Listening Post after following them seems like an appropriate and fair IC action for hostilities. Taken together, it could be interpreted that actions like camping, blocking, or ambushing the Listening Post, just pertain to preemptive actions at the beginning of the round, before Operatives are known. Another interpretation is that the wording pertains to players camping or similar at the Listening Post in anticipation of Operatives returning, after their presence is known. I just want clarification on how Staff generally interpret the wording around the Listening Post. Please elaborate as you see fit.

Extra information: In general, I have trouble getting in contact with admins about questions. When I try to ahelp ingame, they are either not present or don't response. The SS13-Questions Discord channel also seems to mainly focus on mentor questions. I hope I can have my rules question answered.

Hello. Apologies that you did not receive a response to your report, a response was meant to be sent (multiple admins chimed in on the ]report), but for some reason was not. 

The general consensus is that once it is known that traitors are there and using it -- such as by making announcements from it, kidnapping people to it, or being followed there after escaping -- you are free to monitor, assault, or set up traps there as crew. You should not go there and check the doors "just in case" before it is known that traitors are using it; basically act as if you do not know the listening post exists before a traitor somehow leads you to it.

Hi, thanks for the response. I had a thought about the answer and was wondering if there were potentially exceptions that would still follow the general guideline/purpose or "spirit" of metagaming rules. For instance, to cover all bases, could knowledge of Nukie's presence alone be sufficient in certain circumstances? Whether that be nukies announcing their presence on the battleship or conducting their attack on the station and then escaping to hide in the Listening Post without being followed.

Hello again. I am discussing your follow-up question with other admins, but my ruling would be that when nukies make themselves known through announcements or by attacking the station it can be assumed that they have some sort of base nearby that they strike out from. 
We do not want people hindering nukies before they have even gotten their gear in order, but once the assault is on it can be assumed they are ready for counterplay.
