Grab intent + legs targeted, plus crewmember wearing shoes that aren't galoshes or non-laced ones (maybe we don't have to go this deep)
[player] starts tying [other player]'s shoes together!
Interruptable by moving
When the player's shoes are tied if they move they immediately fall and hit their head for a small to moderate amount of brute and a short stun
they can undo the laces by help intenting on themself, or someone else using help on them

You can already do this with the pickpocket gun on harass mode and while targeting the shoes.
