I've always assumed that because borgs don't get *listbasic that they have a bunch of secret unique commands to make up for it.
Then again I doubt it so yes, please give them more.

A happy upward buzzing tone could be used to emote delight or laughter
A sad downward buzzing tone similarly could be used for depression or crying
I think this is already ingame, the weird defense systems that bolt you at the ice moon makes them

Borgs still have *customv so... yeah there is that atleast.
Still would be nice to have some unique borg emotes
