Beepsky being too easy to kill - Sbmhawk - 01-12-2022

I think beepsky and maybe securitrons too should be able to charge thier batons while they are being pulled.  It is comically easy to drag one around and beat it, then get a free baton, or get that securitorn out of the way to do crimes.

Fixed the thing where pulling interrupts the stun charge bar. Might buff secbot health later, see how I feel. Moving to 'good ideas'
