[tweak] meatcleaver fairness patch - Tarmunora - 03-27-2020
Removes the 2 second stun from being hit by a thrown meatcleaver (non-traitor kitchen gear), and lowers the on throw damage to be consistent with it's melee damage
Also removes the 20% fumble chance from using it in melee to compensate. PR

i thought the cleaver was supposed to stun when thrown, like that was part of its utility.

I feel like the ranged stun kindof overshadows the point of buying the traitor butcher's cleaver in the first place, so I support this patch.
