It can only be used by traitor clowns, so for anyone who isn't a traitor clown it's completely useless, and at 5 TC a nontrivial portion of your crate's budget.

Good suggestion. Though, keep it in the pool if the traitor who ordered it is a clown

Yeah I thought the surplus crate didn't have gear that can't be used by specific jobs

Having job specific stuff in the surplus crate is one of the biggest ups of the crate, and can create some imbalanced rounds if RNG cooperates.
But yes, remove things that can't be used by only specific traitors.
