Unsure if this is intentional or not, but the odd cigarette packet that you can purchase from hacking a cigarette machine is a one-round purchase, across ALL vendors. So, say I purchase the odd cigarette packet from the diner - If I then try to purchase one from the bar on cog1, it'll show as "sold out".

I believe each vendor has a random amount 0-2 packets or so.
