Kleptomaniac Perk Allows Access to Items Through Locked Sliding Windows - TangentDelta - 12-27-2019
If you take the kleptomaniac perk and then run back and forth against a locked sliding window, your character has a chance to pick up the items on the other side of the glass.

solution: remove sliding windoors
