Power sink and APC power cell - Merudo - 10-22-2012
If the power cell of an APC reaches -100% due to a power sink, it stays at -100% and doesn't charge back, even if the power is restored at the station.

It could be that it actually goes past -100% but doesn't display it being that low, and just takes an assload of time to recover that hidden negative.
