You'd think that a helmet which completely obstructs your vision would provide you protection from people attempting to use a flash on you, but it apparently doesn't.

You're underestimating how bright the flash is and how close people put it to your eyes.
But for real I think that this is likely a longstanding bug, I think you can flash blundfolded people, but I'd have to test to be sure.
