You can't ESC out of it either. No idea why the talk popup lets you cancel out of it but the PDA message popup doesn't. It's very annoying.
edit: Radio message (the one you get when you hit Y) also doesn't have a cancel button, although i'm pretty sure you can ESC out of that one. Probably worth giving it a cancel button too for completeness.

Yes, unclosable (fight me dictionary) windows are the bane of BYOND.
As a workaround - have you tried leaving it blank and hitting enter?

I have tried erasing what I wrote and sending that, although one time that still sent some sort of information (!!)

As long as you delete the message completely (no leftover spaces) nothing should get sent. Though it would be nicer if you could cancel it directly.
