I tested them on myself after trying to shock some monkeys and I got the message but no stun.

Electropaks are really finicky. Common problems include
1.Not having the frequency match your button.
2.Not having the number on the Pak match your button.
3.Forgetting to turn it on.
That last one is a REAL nasty one. Not even joking.
