Sec gets like 5 different costumes, why not the guy who wears actual costumes?

"The Clown" is an old legal obligation with no budgetary backing.

themed clown suits would be neat to have, provided they're still absolutely a clown suit and as squeaky (or noisy) as normal

If someone wants to sprite these they would likely be added. Clothes sprites have a good history of being added.
Edit: That said any clown who thinks that being a jester is an acceptable substitute is a SHAMEFUL CLOWN

Loud bells came to mind for jester.
But yeah, all alternate costumes should have loud annoying noises. The clown wouldn't be the clown without passive annoyingness.
