Yes and certain things will still lower it, like Holy water or the bible

Unlimited stamina is dumb and would probably make a Vampire the most powerful antag. But Vamps definitely need a buff, and giving them more stamina would be great. I like the double stamina or stamina buffs in the dark.

Yeah pretty much just give it a giant stamina buff or even unlimited stamina in the dark. Vampires should always be in the dark anyway.

How about, the more blood they eat, the larger their stamina total becomes?

Or how about keeping track of how much stamina they should have lost and every X amounts they lose a bit of blood ?
