I am able to obtain both items through this menu.
Also it may be displaying the wrong level, not sure.

More six months later I can confirm that, yes, this is definitely still happening. I'm not sure if my level is just displayed wrong either, and I don't know how to test it, but I can tell you that, as of this post, I am Lvl. 9.

As nobody seems to understand how janitor XP works, and getting to level 15 takes way too long. I don't see it as that much of a bad thing in its current state.
