i noticed today there is HIV icecream so there must be an HIV chem. this should be obtainable via an incredibly small chance (maybe .5% chance) from consuming monkey meat

HIV is a touchy one. It's heavily stigmatized and in most of the world is not only a death sentence but also a severe social black mark. It makes me uncomfortable to include that in the game as some sort of punchline for eating monkey meat.
Why is this even a thing in code?
How many STIs are even in goon ?

SAIDS is an ICTI or, since we're all high-clearance here, a CCTI. It has nothing to do with monkeys or sex you silly sharks.

As an attempt to provide a somewhat relevant alternative, what about blood borne diseases being spread by using a syringe on different people i.e. needle sharing? If not HIV for cultural fears what about like Hep C or something? Maybe also shakey ground though.

well when i was half asleep typing this up i was coming more from the angle that you would contract this through consumption of raw/improperly cooked meat

We could also just rename it since its current functionality is just infect you with every other old style disease.
Call it BIOWEAPON STRAIN DELTA or something.
