Shitty Bill et al are fun but what if some telesci locations had weirdo NPCs you could kidnap to I dunno have tea parties with or make a cargo tug train
Maybe even some HOSTILE NPCs. I could see some crazed dipshit roaming the caves of the biodome or what have you. Could be fun to have as filler in departments.
