You end up placing your PDA on top of it instead.
I was lucky enough to attempt to steal the incoming one and not lose my PDA to space.

You can clickdrag the PDA to the item (or the other way around, i forget)

I would like to add that you also cannot steal the launcher/mass driver from either of the debris field locations either. Either that or I just had trouble with it.
