Liquid Rubber: A reagent that temporarily coats stuff in insulation that has not much conductivity. You can spray it on grilles to render them safe to bump into, spray your hands to make temporary electric gloves, spray floor tiles to change them into "rubber" floor tiles. Spray it on bare feet for temporary shoes. Removing spray on gloves and shoes before it falls apart is a painful process (unless people think semi permanent gloves and shoes is funny, in which case they could be removed using acetone or another solvent.)
Inhalation of liquid rubber is pretty dumb and side effects may include your blood veins filling with rubber, your lungs filling with rubber, and all of your organs now being preserved in rubber.

In bloodstream : bumping into people knocks both of you down with a funny message. If it's in the clown he goes across the room.

Prescription bath salts - while in bloodstream allows doc to do standing self-surgery with no increased fuckup rate, without needing to hold still or anything. literally run around the halls spewing blood and digging into your chest cavity to slam a new heart in as you escape the detective.

Bring back EZ head removal, but only for cadavers.
On slidesurgerizing your heart, I remember an anecdote about Spy spending an hour trying to do it so he'd have a casus belli, but ultimately failed.
It might be possible with that method, but it's more of a 'hey y'all watch this' than elite prostrats. Booze, OTOH.

I believe that if your heart isn't in your body, you're permastunned and take hecka oxy damage until you die or get a new one in there. It's what happened to me when I tried to swap out my heart for a robot one.
Might be possible with stimulants. Or enough meth and bath salts.

Wouldn't work, you would need to take them after you'd removed your heart else they'd just get removed with it. The heart acts as the reagent container for the mob.

Inspired by the V-Chip from South Park: The Musical: discipline implant. When the implantee says a certain word on a blacklist, they automatically get a shock, incurring a short stun and minor burn damage. The blacklist can be altered using a multitool on the filled case. Emagged, the implant is much more powerful but has a chance of causing the implantee to shoot electricity in every direction/store a charge that will be emitted the next time they point or punch.
