The fire button, if implemented, should definitely only affect what they grant access to (Medical Director cutting off Medbay, robotics, and genetics, Chief Engineer cutting off Engine, Mining, Mechanics, Quartermasters, etc.). The public shaming thing should probably also have a two minute cooldown to avoid spamming (though I think the "FIRE!" button should retain its other functions in case of mass shitlery).
