Theta 420 is my go to

EEPROM carts could also be bigger. I mean what is it for really? It capacity is not big enough to replace any of the bigger carts, while starting of empty. Nor is it bigger then a normal (head/specialist) PDA disk, but has the same 'weight' as a PDA, so you couldn't keep it in your pocket either, unless you already had an extra PDA, in which case you could slot it in, but again, why then not just slot in a proper Cart.

EEPROM carts are supposed to fit in pockets, just like other cartridges. If they're not fitting, then that's a bug.

EEPROM fit in pockets just fine, but doesn't the same go for normal PDA's?

I have no idea what you're trying to say.

I my experience, PDA's and ROM-carts are the same size: either of them will fit into a box or a uniform chest pocket.
So if you have to choose between carrying around an EEPROM or an extra PDA, the PDA always the better choice: almost the same disk-size, easier to find, can run programs unaided, and can fit another cart inside itself; sure, that cart could be a tricked out EEPROM, but what programs would you put onto that EEPROM that you could not keep on the Extra PDA's drive or find on a normal read-only cart?
Gathering and writing stuff on a EEPROM to the point where it becomes a superior alternative to any normal cart seems tedious and of little value.

Just shoving this into cartridges.dm should do the trick for a large cart, i wanted to do a patch with some of the other ideas in this topic but someone bribed me to write something else.

Code:
    extra_storage
        name = "Storage-Master Cartridge"
        desc = "There is a torn 'do not ingest' sticker on the back"
        icon_state = "cart-s"
        file_amount = 1024

        New()
            ..()
            src.read_only = 0

You'd need to add to the CartyParty list as well, probably.

Oh, I just remembered an older idea regarding PDA applications. More games, specifically a tamogatchi style digital pet game, with maybe a dash of Pokemon for fighting other people's pets.
