If it means security has an actual reason to use the caspaicin grenades and smoke guns then yes, it could literally never go wrong.

How about this, too:
Bullhorn + Vuvuzela + battery = Jury-Rigged Enhanced Vuvuzela.
Acts like a flash, in that you get a random amount of shots (Between 2-5?) before it breaks, and you have to screwdriver it open, and replace the battery and the bullhorn's buzzer.
