I generally don't like the idea of wearing a person's face, but I do like Face Off.
Maybe head transplants could be a surgery thing? Have a window of time after decapitation where the head is still alive and viable. Reattach it in that window and effectively you've the same thing.
I think though a future science tech device like Mission Impossible or something would be the better option for "stealing" someone's face

What about Total Recall style traitor item that can scan someones face and then makes a mask of them?

This was suggested years ago and for what it's worth the consensus was that skinning people didn't fit the game, but making latex masks did.
