Nope, they changed it (I'm pretty sure they changed it?) in hopes of discouraging supercop supreme AIs since they are no longer technically obligated to hunt down every tiny threat and bolt down everywhere even remotely valuable.
Not that that's going to really help, of course, but at least they can't argue they "had" to act that way.

Yeah that's probably why they changed it but it really makes no difference to dumb people
